1. The scope of application of “Safety Technical Supervision Regulations for Hot Water Boilers” includes biomass hot water boilers, coal-fired hot water boilers, electric heating hot water boilers, air sources and boilers.
2. Imported fixed-type hot water boilers or domestic production enterprises (including foreign-invested enterprises) that introduce foreign technology and use fixed-type hot water boilers produced in accordance with foreign standards and used in China shall also meet the basic requirements of this regulation. If the special circumstances are not in conformity with the basic requirements of this regulation, the approval of the boiler pressure vessel safety supervision agency of the Ministry of Labor shall be obtained in advance.
Article 1 In order to ensure the safe and economic operation of hot water boilers, promote the development of the national economy and protect personal safety, this regulation is formulated in accordance with the relevant provisions of the Interim Regulations on the Safety Supervision of Boiler and Pressure Vessels.
Article 2 This regulation is applicable to fixed water boilers (hereinafter referred to as boilers) with water as medium at the same time:
(1) The rated thermal power is greater than or equal to 0.1 MW.
(2) The rated outlet pressure is greater than or equal to 0.1Mpa (gauge pressure, the same below). For fixed pressure boilers outside the above range, the provincial labor department boiler pressure vessel safety supervision agency may refer to this regulation to establish safety supervision regulations in light of local specific conditions. The soda-water dual-purpose boiler shall comply with the “Steam Boiler Safety Technical Supervision Regulations” and shall comply with this regulation. This procedure does not apply to electrically heated boilers.
Article 3 The design, manufacture, installation, use, inspection, repair and modification of boilers must comply with the relevant provisions of the Interim Regulations on the Safety Supervision of Boiler and Pressure Vessels and comply with this regulation. All relevant units and their competent authorities must implement this regulation carefully. The boiler and pressure vessel safety supervision agency of the labor departments at all levels is responsible for supervising the implementation of this regulation.
Article 4 The provisions of this regulation are basic requirements for boiler safety technology. If the requirements of the technical standards are lower than or inconsistent with this regulation, this regulation shall prevail.
Article 5 If the relevant units adopt new technologies (such as new structures, new processes, etc.) and their requirements are inconsistent with this regulation, they shall conduct necessary scientific tests and be supervised by the provincial competent department and the provincial labor department for boiler and pressure vessel safety monitoring. After the examination and approval of the organization, it shall be tried in a designated unit and within a certain period of time, and reported to the Boiler and Pressure Vessel Safety Supervision Bureau of the Ministry of Labor for the record.
